KUWAIT CITY, Dec 23: Ministerial Decision No. 2249/2025, regarding the executive regulations of the Decree-Law on the Residence of Foreigners, came into effect on Tuesday, December 23, reports Al-Seyassah daily. In a post on its X account, the Ministry of Interior clarified that entry and residence visas for foreign investors subject to Law No. 116/2013 are issued upon request from the Kuwait Direct Investment Promotion Authority (KDIPA). Ordinary residency permits may be granted to foreign investors for a period not exceeding 15 years, in line with regulations set by the Council of Ministers. Such permits may be issued to foreign investors who meet the requirements, based on an official letter from KDIPA.

The executive regulations of the law specify a four-month grace period for registering the births of foreign nationals. After this period, fines will apply, starting at KD 2 per day for the first month and KD 4 per day thereafter.

The regulations also require domestic workers to be at least 21 years old and no older than 60. Entry permits are issued upon the employer’s request and in coordination with the General Directorate of Residency and Foreigners Affairs. Domestic workers holding residency permits under Article 20 are allowed to stay outside Kuwait for a maximum of four months.

Their residency permits will expire after this period unless the sponsor submits a request for an absence permit. This provision does not apply to domestic workers who left Kuwait before the regulations came into effect. Fees for entry and visit visas are set at KD 10 per month.
