KUWAIT CITY, June 1: The acting Undersecretary of the Ministry of Education, Eng. Mohammed Al-Khaldi, issued a circular regarding the organization of official working hours during the summer, based on Circular No. 11/2026 of the Civil Service Commission (CSC) concerning the official working hours system in government entities, reports Al-Seyassah daily. In the circular, the ministry explains that it has been decided to reduce working hours during the morning shift by one hour daily, making the actual working hours six hours instead of seven. Adherence to the approved grace periods stipulated in the official working hours system will continue.
The flexible working hours mechanism for the morning shift will be from 7:00 am to 8:00 am, and employees are permitted to arrive at any time between this period. They can leave work after completing six actual working hours. All other regulations governing morning working hours will continue to apply. The circular emphasized that the reduction in working hours does not entail any modification or impact on the legally established shift systems for employees working on a shift system.
Employees covered by any decisions to reduce working hours of any kind will benefit from the reduction during the summer period. The required number of working hours will be four hours per day. Regarding the evening shift system, the circular explained that official working hours will begin at 5:00 pm, with a 30-minute grace period granted to employees at the start of the shift only, which may not be used at the end.
The existing 15-minute grace period for female employees at the end of the shift will remain in effect, along with all other regulations governing evening work. The circular emphasized the necessity of adhering to all provisions and regulations stipulated in Civil Service Council Resolution No. 41/2006 concerning the rules, regulations, and controls of official work and its amendments. These procedures will be in effect from June 1, 2026, until August 31, 2026.
