Eating in Public, Begging in Kuwait? Beware — Cameras and Patrols Are Watching

KUWAIT CITY, Feb 17: A security source stated that the Ministry of Interior has formed special security teams to monitor, track and apprehend beggars exploiting the spiritual atmosphere of the holy month of Ramadan, particularly in commercial markets and near mosques. The source stressed the ministry’s determination to curb begging and illegal profiteering, noting that violators holding Article 22 residency (family or visit visas) will be investigated to determine their visa status before facing legal action and immediate deportation, with sponsors also subject to accountability and possible deportation if found in violation of the law.

Kuwaitis and expats have been urged to report cases of begging or other negative practices through the emergency hotline 112, with rapid response teams coordinating with field security agencies. Surveillance cameras in markets and mosques will be used as evidence in such cases, including incidents of eating in public during the fasting time, which is an offense punishable under Law No. 44 of 1968 by up to one month in prison, a fine of up to KD 100, or both.
