Dubai has implemented ban on single-use plastic bags from January 1, 2024

DUBAI, Jan 1: In a significant environmental move, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of Dubai, has issued Executive Council Resolution No. (124) of 2023, announcing the prohibition of single-use plastic bags in Dubai starting January 1, 2024.

The resolution aims to safeguard the environment, promote an eco-friendly lifestyle, and foster the use of reusable products for sustainable development. The initiative also encourages the private sector to embrace recycled products in line with circular economy practices, promoting sustainable recycling within local markets.

The ban encompasses both plastic and non-plastic single-use disposable products and recycled items. It includes various items like plastic bags, food delivery packaging, plastic containers, and more. The resolution applies to sellers and consumers throughout Dubai, encompassing private development zones and free zones, including the Dubai International Financial Centre.

The ban will be implemented in three phases:

  1. January 1, 2024: Ban on plastic bags.
  2. June 1, 2024: Ban on non-plastic single-use products.
  3. January 1, 2025: Ban on single-use plastic products, including stirrers, cups, straws, and more.
  4. January 1, 2026: Ban extends to other single-use plastic products, such as plates, tableware, and beverage cups.

The ban does not apply to specific products, including single-use plastic bags for packaging various items and those intended for export or re-export. Dubai Municipality, along with relevant entities, will conduct awareness campaigns, educate the community, and encourage sellers to support initiatives reducing plastic usage. Sellers are required to provide reusable alternatives at reasonable prices.

Violators face a Dh200 fine, doubling upon repeated offenses within a year, with a maximum penalty of Dh2,000. Grievances can be submitted within ten working days, and a committee will resolve complaints within the same timeframe.

The resolution takes effect from January 1, 2024, and supersedes any conflicting decisions. It will be published in the Official Gazette.
