Decision to form joint panel of PART and MoC to carry out business, transfer duties

KUWAIT CITY, Dec 4: Director General of the Public Authority for Roads and Land Transportation (PART) Rajaa Al-Moumin has issued a decision to form a joint committee between PART and the Ministry of Communications to carry out the business, and transfer the duties of the land transport department from the ministry to the authority, reports Aljarida daily. He explained in the decision that the committee must set up a system for its work including the work mechanism and the dates of its meetings, provided that the quorum necessary for the validity of the meetings is not less than half of the number of members and one more member. In the absence of the chairman of the committee, the deputy chairman shall replace him.

The committee’s work period is three months from the date of issuing the decision. It must submit a monthly report regarding all its work to the chairman of the Board of Directors of PART, the director general of PART and the undersecretary of the Ministry of Communications. It is worth highlighting that the Minister of Public Works and State Minister for Communications and Information Technology Affairs Dr. Rana Al-Faris addressed the head of the Civil Service Commission (CSC) to provide her with the necessary procedures regarding transferring the duties of the land transport department from the Ministry of Communications to PART prior to the issuance of the transfer decision.

A dispute arose among several government agencies following the issuance of the law on the Public Authority for Roads and Land Transportation concerning the subordination of some departments in those government agencies, and their failure to transfer their duties referred to in the law of PART, which led to PART’s inability to carry out its work in accordance with the law of its establishment for years. In implementation of Cabinet decision No. 1278/2016, the Ministry of Public Works agreed to transfer the departments of road design, highways, the planning and follow-up office, road implementation, and highway maintenance. Coordination is underway between PART and other relevant state agencies, including the Ministry of Interior and Kuwait Municipality, to transfer departments and duties as stipulated by the PART law.
