KUWAIT CITY, April 20: Minister of Social, Family and Childhood Affairs Dr. Amthal Al-Huwaila has issued Ministerial Decision No. 90/2026, which was published in the official gazette ‘Kuwait Al- Youm’, requiring candidates for membership on the boards of directors of public benefit associations to submit a recent criminal record certificate issued through the Sahel application, reports Al- Seyassah daily.
Article Two stipulates that the submission of a criminal record certificate is a mandatory and renewable requirement in each election for the members of the board of directors.
Article Three states that any candidate who fails to submit a valid criminal record certificate will have their candidacy deemed invalid and will be barred from running, voting, or holding any leadership position on the board until the requirement is fulfilled.
Article Four stipulates that the relevant association is responsible for verifying compliance with this requirement and promptly notifying the ministry of any updates related to the criminal record of any candidate.
Article Five stipulates that the provisions of the decision shall take effect from the date of its publication in the official gazette “Kuwait Al-Youm,” and that all relevant authorities shall be notified and required to implement it.
