Council endorses new nursery specs and key site allocations

KUWAIT CITY, Feb 17: The Municipal Council has approved new building regulations and infrastructure projects. During its regular session, the Council endorsed the updated requirements and specifications for nursery buildings, incorporating them into the existing building regulations (Table Eight). The specifications stipulate that basement construction must not exceed 100 percent of the total plot area, while ground floor construction is limited to a maximum of 50 percent of the plot area.

The remaining portion of the site may be covered with removable, translucent and lightweight materials suitable for agricultural activities.

Moreover, privately owned nurseries with a minimum area of 2,000 square meters are now permitted to subdivide the ground floor into multiple commercial units, including showrooms, warehouses and retail outlets. One commercial license may be issued for these affiliated units — a measure intended to stimulate national investment and support business growth. The Council also approved the following:

  • Recommendation of the Public Services Committee to relocate the landfill adjacent to Kuwait International Airport in order to enhance aviation safety standards,
  • Request of the Ministry of Defense to allocate two sites for the northern-northwestern border centers project,
  • Reallocation of a police station site in Jabriya to serve as headquarters for the Police Officers Club’s administration,
  • Allocation of a site on Awah Island for the construction of a tower associated with the National Vessel Traffic Systems (VTC) Center, Search and Rescue, and Navigational Aids project.

Meanwhile, the Hawally Governorate Committee at the Municipal Council, during its meeting on Sunday, approved the request of the Ministry of Interior to allocate a site for the construction of a tower as part of the National Center for Vessel Traffic Systems (VTC), Search and Rescue (SAR), and Aids to Navigation (ATON) project.

The site, which measures 1,376 square meters, had earlier been relinquished by the Ministry of Communications. It was originally allocated to the Ministry of Interior pursuant to Municipal Council Resolution No. 16/2019. The committee also approved the request of the National Cybersecurity Center for the allocation of temporary surface parking spaces in Salmiya (Block 11).

In addition, the committee referred back to the executive branch the proposal of council member Nasser Al-Jadaan on the establishment of a U-turn on Al-Mu’taz Street in Salwa, in order to address the competent authorities concerning the adjustment of the required distance for the proposed U-turn. The committee also returned to the executive branch the proposal to create a shortcut linking Street Seven and Mohammad Al-Mudaj Street to King Abdulaziz Road in Salwa, requesting an updated response on the matter.

The committee disapproved the letter of Shuhada Mayor Aqab Al-Otaibi on the establishment of a pedestrian walkway in the area to align with the healthy city standards adopted by the Ministry of Health. The committee decided to retain on its agenda the request of the Ministry of Interior to reallocate the police station site in Jabriya (Block Seven) to use as headquarters of the Police Officers Club.
