Complaint prompts ‘CAPT’ to hand over documents, halt tender

KUWAIT CITY, July 27: The Board of Directors of the Central Agency for Public Tenders (CAPT) decided during its meeting last Wednesday to provide the Grievance Committee with copies of all the relevant documents and to notify the Ministry of Electricity, Water and Renewable Energy about halting the tender process for upgrading the data collection and analysis equipment for power generation plants and substations.

The decision is in response to the request of the committee, after one of the companies participating in the bidding process submitted its complaint. Earlier, the ministry obtained approval from CAPT to award the aforementioned tender based on the comments of the State Audit Bureau (SAB), at a total cost of KD13.971 million distributed to five items among the bids that met the terms and conditions. CAPT requested the tender participants to extend their initial bid bonds, as per Article 46 of Public Tenders Law No. 49 of 2016, which pertains to the validity of tenders. It is worth noting that the tender is for upgrading the equipment used for collecting data from the production and transmission stations.
