KUWAIT CITY, Nov 4: Regarding the news published recently about the categories of expatriates who are allowed to transfer their residencies from the government sector to the private sector, the spokesperson of the Public Authority of Manpower and Head of Public Relations and Media Department Aseel Al-Mazyad said the conditions governing the transfer will include administrative resolution No. 529/2020 concerning the transfer of manpower from one employer to another, reports Al-Qabas daily.
The conditions were specified in a letter sent by the Ministry of Interior to the Ministry of Education, which confirmed the requirement for a “work permit” from PAM for those willing to transfer. Also, it necessitated maintaining the profession or rather ensuring the profession to which the employee is being transferred corresponds to the profession in which he used to work in the government sector, as well as to his specialization and qualifications.
Al-Mazyad explained that this administrative decision has replaced article No. 3 of administrative resolution No. 842/2018 by stipulating that, “Transferring workers from the private sector to the government sector should take into account the procedures in force at the Public Authority for Manpower and the Civil Service Commission. It is prohibited to transfer workers from the government to the private sector with the exception of only four categories. Other transactions will not be approved for transfer".
The categories excluded from the transfer procedures between the two sectors are - husbands and children of Kuwaiti women and the wives of Kuwaitis, those born in the State of Kuwait, Palestinians who hold documents, and those with technical professions specializing in the health field in establishments that have medical licenses from the Ministry of Health.
