Civil Service Commission outlines protocol for periodic leave cash allowance disbursement.

KUWAIT CITY, Feb 8: The Civil Service Commission has clarified the procedure for the disbursement of cash allowances for the balance of periodic leaves during service, emphasizing that it is not solely reliant on the submission of an application. In an official letter addressed to the Undersecretary of the Ministry of Health, obtained by Al-Jarida, the Commission outlined the process by Civil Service Council Resolution No. 2 of 2022, subsequently amended by Resolution No. 32 of 2023.

The letter stipulated that the decision to disburse the cash allowance is issued by the Undersecretary of the Ministry or the head of the independent entity, based on the rules, conditions, and controls outlined in the resolution. It clarified that while applying is a preliminary step, the decisive factor lies in the decision issued by the competent authority.

Furthermore, the letter addressed the handling of cumulative balances of periodic leave for non-Kuwaiti employees whose leave balances exceed the legally prescribed limit. It outlined that if the allowance is not disbursed, the balance of periodic leave will be refunded and applied according to Civil Service Council Decision No. 102 of 2021, which freezes the balance of periodic leave for the years 2020 and 2021.

The Commission emphasized the implementation of periodic leave provisions and the calculation process, including the integration of data into civil service systems. It underscored the importance of adhering to the relevant resolutions in disbursement procedures, indicating that mere requests will not suffice without adherence to the established guidelines.
