KUWAIT CITY, Dec 30: The Ministry of Education announced the final procedures to be applied to students who violate examination regulations, whether through actions listed in the relevant decision or any other conduct that may affect the proper administration of exams, reports Al-Seyassah daily. The ministry specified the procedures based on the academic term and the nature of the violation as follows:
1. If the violation occurs during the first academic term examinations, the student will receive a zero grade for both the exam (practical and written) and the coursework for the subject in which the violation occurred.
2. If the violation occurs during the second academic term examinations, the student will receive a zero grade for both the exam (practical and written) and the coursework for all subjects, and the student will be considered to have failed.
Violations that apply to both the first and second academic terms include:
Cheating or assisting another student in cheating by any of the following actions:
* Bringing any means of cheating into the examination room
* Giving their answer sheet or any cheating material to another student
* Throwing or receiving an answer sheet, cheat sheet, or any exam-related material from another student inside the examination room
* Attempting to cheat or assisting another in cheating, whether written or practical, in any illegal manner
* Writing a name other than their own on the answer sheet
* Leaving the examination room with the answer sheet or part of it
* Writing their name incorrectly, crossing out their name, writing another student’s name, or failing to write their name and leaving the room
* Possessing scraps of paper, writing on their hand, or any tools related to the exam subject ■ Tearing up the answer sheet during the exam
* Attempting to assault a staff member or forcibly take their belongings inside the examination room or its surrounding areas
* Throwing the answer sheet with the intention of removing it from the examination room
* Possessing any communication device, including mobile phones, listening devices, or other modern devices, even if switched off
* Using an answer sheet from previous exams for the current exam
* Refusing to submit the answer sheet when caught cheating
* Having any cheat sheets, answer sheets, or communication devices while going to or returning from the toilet after inspection.
* Writing to another student inside the examination room.
3. If the violation occurs during the first or second semester exams, the student will receive a zero for both the practical and written exams, but they will retain their coursework grade for the subject during the period in which the violation occurred. Violations include attempting to cheat by looking around or communicating with neighboring students during the exam, deliberately sitting in an unassigned seat without permission, violating exam rules, engaging in inappropriate writing or drawing during the exam that is discovered during marking, smoking inside the examination room, and being present in the examination room in military uniform.
4. If the violation occurs during the first or second semester exams, the student will receive a zero for both the practical and written exams as well as for coursework grades in all subjects during the period in which the violation occurred. Also, students who violate the rules will be referred to the school disciplinary council for appropriate action in accordance with established regulations and procedures. Violations include disrupting the order and workflow of the examination committee, assaulting, threatening, or verbally abusing staff members in the examination room or surrounding areas, and damaging staff property.
5. If a violation warranting expulsion occurs during the first or second semester examinations, a reasoned decision will be issued to expel the offending student. A detailed report of the incident, along with all related documents, will be submitted to the relevant authorities, including the directors of educational affairs in the educational zones, the Director General of Private Education, the Director of Religious Education, and the Director of Special Education.
For 12th-grade students, the expulsion decision will be issued by the relevant assistant undersecretary and the central examination control office. For other students, the decision will be issued by the head of examinations or their designee. If the impersonator is illiterate, the head of the examination committee will submit a report to the relevant authorities to refer the matter to the penal authorities.
Violations that warrant expulsion include a student impersonating another student, a non-student impersonating the original student, and committing offenses against God, the prophets, the companions of the Prophet, or the Amir during the examination, or if such behavior is discovered later during the marking of exam papers. The ministry emphasized that these measures aim to maintain the integrity of the examination process and ensure all students’ right to a fair and organized learning environment.
