KUWAIT CITY, Feb 8: Municipal Council member Farah Al-Roumi proposed amending the resolution on the terms, procedures and regulations for issuing and renewing temporary storage permits. The proposal includes replacing Clause One of Article Four with text stating that the validity period of a temporary storage permit for projects carried out under commercial, civil or administrative contracts must be equal to the duration of the original project contract, as evidenced by official documents approved by the project owner or supervisor.

The proposal allows the renewal of a storage permit more than once, as long as each renewal does not exceed one year, in accordance with the conditions specified in the resolution, and at the request of the implementing entity and with the approval of the relevant authorities.

Al-Roumi pointed out that public and private entities implementing infrastructure and construction projects face recurring challenges related to the duration of temporary storage permits. She stated that observations from regulatory bodies, contracting companies, and concerned ministries revealed a regulatory gap or inconsistency in the mechanism used to determine the duration of these permits.

She revealed that engineering work is disrupted when the permit expires while the contract is still in effect, in addition to the increased administrative burdens due to repeated renewal requests. She stressed the need for storage permits to allow contractors to meet their contractual obligations, as well as clear regulations that tie the permit duration to the original contract period while allowing renewal as per the regulations.
