PANCHKULA, Nov 1: Police have registered a case against the management of a government school in Panchkula, Haryana, following an alleged assault on a six-year-old girl by an eight-year-old boy inside a classroom. The incident, which was captured on video, has raised serious questions about student safety, school security and supervision.
The incident took place on October 28 at Government Model Senior Secondary School in Sector 20, Panchkula, where the Class 3 student allegedly assaulted the younger girl on the school premises.
Deputy Commissioner of Police Aditi Singh confirmed that an FIR had been registered against the school management for alleged negligence under relevant provisions of the Juvenile Justice (Care and Protection of Children) Act and the Bharatiya Nyaya Sanhita (BNS).
"An unfortunate incident took place at Government Model Senior Secondary School, Sector 20, Panchkula, in which an eight-year-old student assaulted a six-year-old student inside a classroom," Singh said.
The injured girl is undergoing treatment at PGI Chandigarh and is out of danger. Her parents are with her, and she is safe, the DCP said.
Police said preliminary investigations had indicated negligence on the part of the school administration and raised concerns about security arrangements and the supervision of students.
Since the accused is an eight-year-old minor, his psychological evaluation is being conducted by experts in accordance with the Juvenile Justice Act. Further action will depend on the findings of the evaluation, Singh said.
Meanwhile, the Haryana State Commission for Protection of Child Rights (HSCPCR) has taken cognisance of the incident and directed the District Education Officer, Panchkula, to submit a comprehensive, point-wise report on the action taken by the Education Department.
Commission Chairperson Tripti Sheoran said she received a video of the incident on Thursday evening. She said the Commission intended to have the boy undergo a mental health evaluation and counselling to understand the factors behind his alleged behaviour.
Sheoran said investigators would examine whether the child's family environment, surroundings or exposure to aggressive video games had any bearing on the incident. She stressed that a proper assessment would be required before drawing conclusions about his behaviour.
Family Questions School Security
The girl's family has questioned how the alleged assault could take place inside the school despite the presence of CCTV cameras and monitoring arrangements reportedly operated from the principal's office.
According to the family's allegations, the Class 3 student lured the girl to the first floor by telling her that her father had called for her. She was allegedly assaulted there.
The family further alleged that the girl was first struck with a stone and subsequently attacked with a flower pot before being dragged for a considerable distance, leaving her seriously injured and unconscious.
The family also raised questions about how school staff failed to notice the incident and why the surveillance system did not prevent or detect the alleged assault.
The girl's uncle told ANI that when family members arrived at the school searching for her, it was the same eight-year-old student accused of the assault who led them to the injured girl.
"This incident serves as a lesson for all schools. It's crucial, because if such incidents occur despite having so many schools and so many teachers, then no one will want to send their children to school," he said, questioning the responsibility of school staff and management.
SOP for Schools
Following the incident, DCP Aditi Singh announced that Panchkula Police would issue a detailed Standard Operating Procedure (SOP) for schools, with compliance to be made mandatory.
Police will also visit schools and conduct awareness and sensitisation programmes for teachers and students to strengthen child safety measures on school premises.
Singh assured parents that the safety of children remained a priority and said the investigation would be conducted fairly and seriously.
Further investigation is underway.
