KUWAIT CITY, July 9: In response to the request of Kuwait Ports Authority (KPA) to settle the tender for consultancy services and the preparation of its strategic plan at a cost of KD2,537,737, the Board of Directors of the Central Agency for Public Tenders (CAPT) decided in its meeting held on June 29 to authorize KPA to proceed with the submitted bid, in accordance with the provisions of Article 40 of Public Tenders Law No. 49/2016. The CAPT Board of Directors also authorized KPA to prepare a cost estimate, in accordance with Article 60 of the abovementioned law, based on the single bid, and to submit its recommendation to CAPT. Once KPA obtains CAPT’s approval, the tender will be referred to the State Audit Bureau (SAB) for review, audit, and pre-audit oversight, and to issue its approval or submit observations, if any. CAPT had previously requested that the companies competing for the tender extend the initial bid bond period to the beginning of May, rather than Feb 1, as per Article 46 of the Public Tenders Law. It is worth noting that KPA is keen on achieving several institutional transformation goals towards a flexible and effective system capable of responding to future challenges, governance of operations and procedures, activation of accountability and transparency systems, and raising operational efficiency and revenues through the development of services and activities.
