Calls to amend resolutions on domestic worker recruitment costs

KUWAIT CITY, Jan 8: In response to the directives of Sheikh Talal Al-Khaled, the First Deputy Prime Minister and Minister of the Interior, the Public Authority for Manpower has taken decisive steps to address concerns related to the recruitment of domestic workers. A formal communication has been made to the Ministry of Commerce urging amendments to Ministerial Resolution No. 103 of 2022, issued by the Minister of Commerce.

The proposed modification aims to reinstate a provision that was effective before the onset of the Corona pandemic. Specifically, it suggests incorporating the cost of recruiting a domestic worker along with the travel ticket in the pricing structure. Notably, the previous resolution included the travel ticket within the recruitment value, a practice that has been deemed essential to prevent the exploitation of citizens.

The primary objective behind this initiative is to protect citizens from falling victim to fraudulent practices related to travel tickets. By including the cost in the recruitment fees, the authorities aim to discourage scenarios where workers refuse employment or abruptly leave for unknown destinations, potentially causing financial disputes.

Furthermore, this measure seeks to empower regulatory control and facilitate the resolution of disputes between employers and the offices or companies involved in recruiting domestic workers. The decision to revisit the pricing structure is prompted by a series of complaints from citizens against such offices and companies. These grievances typically revolve around the recovery of additional amounts charged by the recruiting entities, as outlined in Article 17 of the Domestic Workers Law.

This strategic move is aligned with the government’s commitment to enhancing transparency, safeguarding the rights of citizens, and ensuring a fair and regulated environment in the recruitment of domestic workers.
