KUWAIT CITY, July 8: The Kuwaiti Cabinet, chaired by His Highness the Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, approved on Tuesday a draft decree-law adopting the state’s final accounts for the fiscal year 2025/2026, which concluded with an actual budget deficit of KD 7.14 billion (approx.USD 23.28 billion). Following the routine weekly session, Deputy Prime Minister and Minister of State for Cabinet Affairs Sharida Al-Maousherji announced that state revenues reached roughly KD 16.45 billion (approx. USD 53.64 billion) against public expenditures of KD 23.59 billion (approx. USD 76.92 billion), according to the cabinet-approved draft decree. Under the approved draft, the entire KD 7.14 billion (approx.USD 23.28 billion) fiscal shortfall will be covered via drawdowns from the General Reserve Fund (GRF).

The draft decree-law has been referred to His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah for final ratification. On a separate track dedicated to monitoring strategic national infrastructure, the Cabinet evaluated an extensive executive progress report regarding the state’s multi-billion-dollar cloud computing agreements with tech giants Google Cloud and Microsoft. The presentation was jointly delivered by Minister of State for Communications and Information Technology and Acting Minister of Information and Culture Omar Saud Al-Omar and head of the committee overseeing the implementation of Kuwait’s strategic digital agreements with major global tech companies Sheikh Abdullah Sabah Humoud Al-Sabah.

The brief detailed key achievements in rolling out robust digital infrastructure, establishing advanced localized data centers, elevating national cybersecurity frameworks, and seamlessly migrating public institutions to secure cloud platforms. The Cabinet underscored that accelerating these implementation timelines remains a paramount national priority to anchor a fully integrated digital government capable of maximizing public service delivery and elevating institutional readiness during emergencies. At the onset of the session, the Cabinet was briefed on high-level audiences held yesterday, Monday, by His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah with Minister of Education Sayed Jalal Al-Tabtabai and senior educational officials. The leadership reviewed a final report on the successful completion of the grade 10-12 final examinations of the 2025/2026 academic year. During the meeting, His Highness the Amir commended the dedication of the administrative and teaching staff, emphasizing that teachers remain the cornerstone of the education process.

The political leadership issued directives to continually modernize national curricula, upgrade facility infrastructure, and integrate artificial intelligence to foster student innovation while preserving national identity values. Concurrently, His Highness the Prime Minister extended his heartfelt congratulations to the graduating top achievers and their families. Shifting to geopolitics, the Cabinet voiced its vehement condemnation and denunciation of the recent Iranian attack targeting a Qatari commercial tanker transiting near the strategic Strait of Hormuz. It branded the assault a flagrant violation of international law and a direct threat to global maritime navigation safety and international energy supply lines, reaffirming Kuwait’s absolute solidarity with Doha. It stressed the State of Kuwait’s rejection of any practices that would destabilize the region’s security and stability. The Cabinet also emphasized the need for an immediate cessation of all escalatory actions and adherence to the rules of international law that guarantee freedom of navigation and safe passage in international waterways.

The Cabinet similarly denounced the recent bombings that targeted the Syrian capital, Damascus, reiterating Kuwait’s immutable stance against all forms of terrorism and violence. It reiterated the State of Kuwait’s firm stance against all forms of violence and terrorism, affirming its support for the sisterly Syrian Arab Republic in all measures it takes to preserve its security, stability, and the safety of its people. On the domestic front, the Cabinet reviewed a presentation by Minister of State for Youth and Sports Affairs Dr. Tariq Al-Jalahma regarding the “Kuwait Youth and Sports Season” project, a national initiative designed to forge public-private partnerships to optimize the development and hosting of major sporting events.

Furthermore, the Cabinet expressed its profound gratitude to several local private sector enterprises for providing vital logistical support to state apparatuses following the onset of the Iranian aggression against the State of Kuwait on February 28th, praising their corporate social responsibility (CSR) during national contingencies. The session concluded with the review and approval of various ministerial committee reports and minutes, with several outstanding files referred to specialized committees for further regulatory vetting and recommendations (KUNA)
