Cabinet Briefed on T2 Progress, Aviation Projects, and New ‘Salem’ Health Platform

KUWAIT CITY, Nov 11: His Highness the Prime Minister, Sheikh Ahmed Al-Abdullah, emphasized the significance of the Kuwait International Airport Terminal 2 (T2) project as one of the country’s most important strategic development initiatives. He underscored the need for unified efforts and continuous coordination among the Ministry of Public Works, the General Authority of Civil Aviation, and all relevant government entities and oversight bodies to accelerate progress and ensure the project is completed according to the approved operational timeline.

His remarks were made during an inspection tour of the new airport project, conducted on the sidelines of the weekly Cabinet meeting held inside the T2 passenger terminal. The Prime Minister was accompanied by several ministers during the tour.

During the visit, His Highness received a detailed briefing from the Minister of Public Works, Dr. Noura Al-Mashaan, the Chairman of the General Authority of Civil Aviation, Sheikh Hamoud Mubarak Al-Sabah, and the project’s supervising teams. The briefing covered the project’s progress, key updates, and developments regarding the executive status of all work components.

His Highness reiterated that T2 represents a transformative milestone for Kuwait’s air transport sector and stressed the importance of removing all obstacles that may hinder its implementation. He called for strengthened cooperation between all government agencies involved to maintain steady progress and deliver the project within the scheduled timeframe.

The Prime Minister expressed appreciation for the efforts of the Minister of Public Works, the Chairman of the General Authority of Civil Aviation, and the teams from all supporting government agencies and regulatory bodies—including the Ministry of Interior, Ministry of Finance, State Audit Bureau, Fatwa and Legislation Department, and the Central Agency for Public Tenders—for their contributions in accelerating the project’s implementation.

For her part, Dr. Al-Mashaan reviewed the latest progress across the airport project’s three main packages:

  • Package 1: Construction, completion, furnishing, and maintenance of the new passenger terminal.
  • Package 2: Construction, completion, furnishing, and maintenance of service buildings, access roads to the terminal, and parking facilities.
  • Package 3: Construction, completion, furnishing, and maintenance of aircraft parking bays, taxiways, and service buildings supporting the terminal.

In addition, the Cabinet reviewed a visual presentation by the Chairman of the General Authority of Civil Aviation on the Authority’s key projects. The presentation highlighted ongoing efforts to improve Kuwait’s global aviation ranking through audits conducted by the International Civil Aviation Organization (ICAO). It also detailed coordination efforts with foreign airlines to restore and expand their operations from Kuwait International Airport.

The Chairman explained that airport buildings and access roads are being upgraded to align with international standards and improve passenger experience. He noted that coordination with government agencies and oversight bodies is ongoing to expedite all remaining works for T2 and advance preparations for its operational phase. He also outlined the broader development plans currently underway to modernize Kuwait International Airport’s infrastructure.

Separately, the Cabinet reviewed various agenda items, approving several and referring others to specialized ministerial committees for further study and reporting to finalize required procedures.

During the meeting, Health Minister Dr. Ahmed Al-Awadhi delivered a presentation on the Ministry’s launch of “Salem,” a new artificial intelligence–powered digital health platform. The mobile application aims to streamline access to electronic health services and medical records for citizens, residents, and their families. It integrates multiple health systems and government networks, offering users a comprehensive, AI-supported personal and family health record, advanced inquiry tools, service request tracking, and notification features.

At the start of the session, the Cabinet praised the speech delivered by His Highness the Prime Minister—representing His Highness the Emir Sheikh Meshaal Al-Ahmad—at the Second World Summit for Social Development held in Doha under the theme “Together for Inclusive and Sustainable Social Development.” The speech highlighted the importance of global cooperation and responsible partnerships to address modern challenges and promote security and stability worldwide.

The Amir’s representative noted Kuwait’s longstanding commitment to human rights, supported by legislation grounded in justice, equality, and equal opportunity. He emphasized that the people of Kuwait benefit from comprehensive educational, health, and housing services, as well as employment opportunities that ensure dignity and stability—positioning citizens as both the focus and the drivers of national development.

His Highness also affirmed Kuwait’s continued humanitarian leadership through the Kuwait Fund for Arab Economic Development, which since 1961 has financed development projects in 107 countries with contributions exceeding 9 billion Kuwaiti dinars. This, he said, reflects Kuwait’s enduring commitment to global development, peace, and humanitarian values.
