356 site visits confirm full compliance with heat ban
Kuwait’s midday outdoor work ban takes effect to prevent heat-related risks for workers.

KUWAIT CITY, July 18: The Public Authority for Manpower (PAM) announced the results of implementing Ministerial Resolution No. 3/2026 regarding the ban on outdoor work during the midday hours -- from 11:00 am to 4:00 pm -- in summer (June 1 to Aug 31). PAM confirmed that zero violations were recorded, proving the commitment of the employers to comply with the abovementioned resolution.

It revealed that the inspection teams conducted 356 field visits to the work sites and monitored the conditions of 373 workers. According to PAM, it received 25 reports, conducted 56 inspections and re-inspections after the issuance of warnings, and issued 67 notices to rectify violations. It also received six requests for exemption from the resolution, all of which were approved according to the established regulations. PAM affirmed that these indicators reflect the success of its oversight efforts in raising awareness on the importance of compliance with the resolution to guarantee the safety of workers in construction sites and open areas, in addition to establishing a safe and healthy work environment, thanks to the employers’ commitment to follow the regulations governing work during summer.
