The circular stipulates that work should proceed with 30 percent of the total workforce until further notice, in order to ensure employee safety and the continuity of regulatory and service responsibilities.
According to the circular, the Authority is implementing a rotation system for employees working flexible hours, dividing them into three groups, with each group working one day followed by two days off. The attendance rate for each group must not exceed 30 percent, and departments are granted the authority to organize their schedule in a manner that workflow remains uninterrupted. It stated that department directors are required to be present daily, while supervisors and section heads are on a rotating schedule.
Working hours for employees under a shift system are in accordance with the approved schedule. The circular confirmed that attendance is recorded through the approved fingerprint system, that the exemption period from physical attendance is treated as an actual working period, and that Circular No. 4/2026 issued at the beginning of this month is cancelled.
