23 economic laws still under review

KUWAIT CITY, Feb 8: The first quarter report on the current annual plan of the State confirmed the approval of 30 out of 63 draft laws, while 33 are pending — 23 of which are on the economy or 69.7 percent of the total. These 23 draft laws are still under discussion and review by the concerned authorities.

The report included a call for the concerned authorities to expedite the completion of the legislative requirements for the plan, as the development programs require legislative reform to advance and regulate development efforts.

It emphasized in its introduction that based on the Kuwait 2035 vision, the 2025/2026 annual plan adopted nine programs, formulated to be integrated in order to achieve the Sustainable Development Goals and create human capital that meets development challenges according to international indicators. It affirmed that several programs have been launched, particularly the establishment of a special international economic zone, with its own laws and regulations to attract investment, along with an independent institutional structure that ensures the attraction of high-value-added global investments.

This is in addition to the immediate implementation of the public privatization program in order to privatize more government assets and services by updating the legislative framework and introducing privatization initiatives in operational sectors. This move will contribute to the public finance reform and support the diversification of government revenue sources.

Moreover, the program for strengthening a dynamic private sector must be implemented quickly to empower the sector, diversify the production base, and encourage and market knowledge-based industries with advanced technology. Following are the economy-related draft laws:
