22 Domestic Workers Agencies Summoned Over Overpricing and Contract Breaches

KUWAIT CITY, Dec 31: The Ministry of Commerce and Industry summoned 22 domestic worker recruitment agencies for violating regulations during 2025. According to informed sources, the most common violations involved non-compliance with ministry-approved prices and signed contracts. Three official violation reports were issued, covering all regions and the entire year.

The agencies were formally notified, and their owners were summoned to address the violations, which also included issues related to contract terms and invoices. The ministry emphasized that its Commercial Control Sector continues to monitor the domestic labor market, protect consumer rights, and ensure compliance with regulations and approved pricing. The sources noted that some agencies in previous years imposed additional fees exceeding the permitted limit during high demand periods. Violations related to the failure to use electronic payment methods (KNET) for fee collection have also been observed, though these have decreased recently.
