KUWAIT CITY: About 83 percent of expatriates, which is more than 1.2 million expatriates, working in the public and private sectors do not hold university- level educational qualifications, as per recent official statistics.

They lamented that this rate is extremely high, explaining that there are many reasons behind it, such as:

1. The increasing number of marginal laborers

2. Inability of the state to attract qualified university graduates with good salaries

3. Continuation of the visa trading phenomenon which helps in bringing in large number of laborers without any consideration of their qualifications

4. The dependence of many sectors on quantity rather than quality in order to reduce costs

5. Increased dependence of families on domestic works such that there are 4-6 domestic workers for every ten citizens, which varies depending on the level of the family and the governorate

6. Failure of governmental plans to implement Kuwaitization for many jobs.

7. Failure of the plans aimed at demographic restructuring.

The sources warned about deterioration in the quality of services offered by uneducated expatriates
