‘Smart meters sufficient to cover most buildings’

KUWAIT CITY, April 27: The Minister of Electricity and Water and Minister of Social Affairs, Labor and Social Development Dr. Misha’an Al-Otaibi said the 800,000 smart meters that the ministry needs to cover the expected need is sufficient to cover all buildings and explained the supply of smart meters will start from July 2021 and end in March 2022. He stressed the specifications of smart meters that have been set by the terms of the tender are modern and are compatible with the country’s needs according to the study that the Ministry relied upon in floating the tender.

The Ministry has also been keen, during the initial stages to ensure the smart meters tender has gone through — since its launch – all procedures to adhere to all terms and conditions organized by Law No. 2016/49 of public tenders. In his response to a parliamentary question submitted by Dr. Abdulaziz Al-Saqabi, a copy of which has been obtained by the Al-Seyassah daily, about the reason for the delay in completing the tender, Al-Otaibi explained that the Ministry of Electricity and Water followed the procedures stipulated in Law No. 2016/49 regarding public tenders and studied the bids that were referred from Central Agency for Public Tenders (CAPT) and recommended that the tender be awarded to the third lowest price. A decision was issued by the Cabinet Grievances Committee to cancel the decision of the CAPT for tenders to award the lowest bidder and instruct the Ministry to study the bids again.

Meanwhile, the Minister of Electricity, Water and Renewable Energy and Minister of Social Affairs and Community Development, Dr. Misha’an Al-Otaibi said the Ministry of Electricity and Water spares no effort to collect dues from companies which benefit from the services provided to them by the ministry. He added, there are no obstacles to prevent the collection overdue money and said the Ministry takes the legal measures to compel companies to pay due before the completion of the limitation period.
