Shopping Mall in Ministries Complex; Bid to maximize financial returns

KUWAIT CITY, Nov 9: The Ministry of Finance has started a new and innovative experiment to maximize the financial returns of the Ministries Complex, and to provide an opportunity for the comfort and entertainment for employees and clients of government agencies through the “Ministries Complex Shopping Center”. This center receives visitors every day during official working hours. It has extended its daily work period until 10:00 pm every day to receive families and individuals looking to spend a special time inside the corridors of the center, reports Al-Anba daily.

According to an informed source, the Ministries Complex shopping center is an idea that was developed and crystallized with the general trend towards diversifying the sources of revenues. It employs the available resources in an optimal way in order to achieve the greatest benefit from them to the public and the state alike. With the development processes that have been made on the buildings of the complex during the past years to turn into an architectural icon in the field of interior design, the building No. 10 is located in a distinguished area and includes a shopping center.

This shopping center extends over an area of about 3,000 square meters and consists of two floors containing about 24 investment opportunities. In addition, the second floor includes about 14 shops with a variety of restaurants and cafes specializing in coffee products and with large outdoor spaces. It has already started its activities, and some units available for investment are still being worked on. The source said the Ministry of Finance did not neglect the initiators of small and medium enterprises in the shopping center, as it allocated an available space for them to invest through the National Fund for Small and Medium Enterprises.

He said it allows the practice of useful activities for the visitors to the complex during the morning work period, leading to the provision of their services along with the operation of the shopping complex during the evening period. Regarding the privacy of the ministries complex during after-work hours, the source affirmed that the Ministry of Finance took this into account and provided building No. 10 with glass gates that open completely during working hours and close automatically after working hours so that the building is completely isolated from the rest of the government corridors. He said a special entrance has been allocated for the shopping center visitors during non-working hours.

The source stated that the Ministry of Finance took care of the amenities for the mall’s visitors as well, especially in terms of parking lots. It provided free parking spaces for the center’s visitors after 5:00 pm every day to be at the closest point to the entrance door. He indicated that benefiting from the investment opportunities in the shopping center will take place through public auctions offered by the Ministry of Finance in this regard, clarifying that offering these opportunities in auctions would maximize the returns achieved for the state, not to mention that operating the shopping center in the evening period would increase the number of visitors to the center as well as the returns generated from the activities, which would increase the revenues.
