KUWAIT CITY, Oct 17: Municipal Council member Eng Usama Al-Utaibi recently made an informal surprise visit to the Kuwait Municipality branch in Hawally where he listened to the complaints of several citizens.
In a press statement, Al-Utaibi disclosed that he personally observed negligence among employees during his visit.
He said most of the chairs of employees were empty and a crowd of people were pushing each other as they tried to hurry towards the archives window due to lack of employees.
He added he was baffled when he saw an employee putting up a notice saying he does not receive transactions after 12:30 pm, asserting this is a major violation of work regulations specifically the rule on eight working hours
