MoI demands compliance with rules for ‘trade fairs’ – Many violations reported

KUWAIT CITY, March 27: The Ministry of Interior has stressed the need to inform the security directorates in the respective governorates where temporary exhibitions are being organized to abide by the conditions and controls contained in the decision of the Minister of Municipality Affairs regarding the establishment of temporary trade fairs. An informed source revealed to Al-Qabas daily that the Ministry of Interior in a letter to the Kuwait Municipality has made observations in the governorates of noncompliance with the Minister of Municipality Resolution No. 930 of 2019 regarding the regulation regarding establishing temporary exhibitions, which is failing to notify the Ministry of Interior. This is in addition to the absence of inspectors of licensing authority to ensure these exhibitions comply with the necessary requirements during exhibitions and failure to abide by Ministry of Commerce and Industry Resolution No. 303 of 2018 regarding the general rules for organizing temporary trade exhibitions.

According to the Ministry of Interior these exhibitions do not abide by the conditions stipulated in Article 5 of the regulation and are held in violation of the law, regulations and decisions regulating them, and among these violations are failure to obtain the necessary licenses for their establishment, since temporary exhibitions are set up inside private residential areas and maje use of loudspeakers and cause inconvenience to the residents of those areas, by blocking roads and passageways and obstruct traffic, which leads to traffic congestion and chaos, resulting in some quarrels and cases of harassment, which leads to a breach of public law and order.

The source explained the Ministry of the Interior has referred several reports of quarrels during temporary exhibitions in the Adailiya on January 28, which led to the spreading chaos and breaching public order and public morals, which require the concerted efforts of all parties concerned with issuing licenses for the establishment of temporary exhibitions.

Enforcement of the law and notification of the governorate security directorates, in which these temporary exhibitions are held, except for the licenses issued to hold concerts by the Ministry of Information, stressing that the Criminal Security Affairs Sector represented by the (General Directorate of Criminal Investigation) is the competent authority concerned with the aforementioned notification.
