Envoy sheds light on UN drugs committee tasks

VIENNA, March 14, (KUNA): The United Nations Commission on Narcotic Drugs plays a key role in mapping out UN strategies for combating drugs worldwide, affirmed the State of Kuwait Ambassador to Austria. Sadiq Marafi, also Kuwait’s Permanent Representative to the UN in Vienna, said in a statement to KUNA on Wednesday that the committee, which has turned into the central agency for working out anti-drug policies, refers its decisions to the UN Economic and Social Commission. Ambassador Marifi, who was speaking on sidelines of the commission 61st session, touched on Kuwait’s measures for fighting narcotics, noting that it has inked the UN three conventions for this objective.

Moreover, Kuwait participates in the annual session by the UN commission to enrich its experience and partake in making decisions that are in harmony with the state policies at the security, health and medical levels. Although Kuwait closely coordinates with the UN agencies in this field, he has indicated there must be respect for the national sovereignty principle, non-intervention in states’ domestic affairs, with consideration to countries’ unique cultures and social norms.

Efforts
Competent authorities in Kuwait, namely the Ministry of Interior, have made great accomplishments in combating narcotics, he said, indicating that the Kuwaiti efforts have been in line with working plans by the UN commission and its 2009 Political Declaration in this respect.

According to the declaration, member states must honor international obligations for facing challenges emanating from the global drugs’ issue. As to the current session, he has indicated that the conferees have been looking into preparations for a ministerial meeting during the next session for examining the 10-year strategy ending in 2019 — the deadline set by the declaration to stem spread of drugs and illegal trade in ecstasy pills. The commission 61st session kicked off on Monday, with participation of ministers, senior officials and experts.

They are discussing implementation of the 2009 Political Declaration and Plan of Action to combat the global drug problem, follow up on outcome of the 30th extraordinary session of the UN General Assembly on the issue. The Kuwaiti delegation, headed by Ambassador Marafi, includes Colonel Mohammad Qabazard, Col Fahad Al-Badr from the Drugs Control General Department in addition to members of the Kuwaiti permanent missions in Vienna.
