Let the nation decide: ex-Speaker Al-Ghanim

KUWAIT CITY, April 18: HH the Crown Prince Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah delivered a speech on behalf of HH the Amir Sheikh Nawaf Al-Ahmad Al- Jaber Al-Sabah on the occasion of the last 10 days of Ramadan, during which he announced the dissolution of the 2020 Parliament as per Article 107 of the Constitution.

Article 107 states: “The Amir may, by Decree, dissolve the National Assembly, giving the reasons for such dissolution. However, the National Assembly shall not be dissolved again on the same grounds. Where the Assembly has been dissolved, elections for the new Assembly must be held within a period not exceeding two months from the date of the dissolution.

Where no elections take place within that period the dissolved Assembly shall recover its full constitutional power and shall convene immediately as if there had been no dissolution. It shall resume its activities until election of the new Assembly.”

Former lawmakers reacted positively to the announcement. Former Assembly Speaker Marzouq Al-Ghanim said the speech conveyed several important messages, starting with the call to let the nation decide. He praised the context of the speech; particularly the need to respect judicial verdicts, reject unconstitutional calls, and condemn the culture of offending others and doubting their intentions. He expressed his gratitude to His Highness the Amir and His Highness Crown Prince for taking the side of the people; thereby, continuing the path of their ancestors.

Former MP Muhammad Hayef Al-Mutairi pointed out that the dissolution of the 2020 Parliament gave the citizens a glimmer of hope, and boosted their confidence in combating corruption and rectifying errors. 2022 Parliament member Abdulwahab Al- Essa praised the Amiri decision to dissolve the 2020 Parliament, which prevented the oath taking of the government in front of a legislature rejected by the people. He stressed the need to benefit from the Amiri speech through good governance of the judiciary and closing the gaps used by the corrupt to drag the judicial authority into political disputes.

Former MP Thamer Al-Suwait hailed the Amiri decision, indicating the speech highlighted the fact that nothing is above the public’s will. Former MP Shuaib Al-Muwaizri appealed to the political leadership to take advantage of Ramadan to make a fresh start in the form of granting amnesty to all those convicted of opinion crimes and primary/tribal elections.

Former MP, Deputy Prime Minister and Minister of Oil Bader Al-Mullah said the historic Amiri speech defined the aspects of the coming era and emphasized the need to be committed to the Constitution, governance and nation’s will. Former MP and Minister of Public Works Jenan Bu Shehri said the Amiri speech defined the way to reform the three authorities. She pointed out that this progressive step of the political leadership means the government must consider the Constitution in every action or decision it will take. He hopes that all parties will be wise in order to address the demands of citizens.

Member of the 2022 Parliament Hamad Al- Obaid said the Amiri decision rehabilitated the nation that revealed its will through the elections held in 2022. He added the decision is a manifestation of the political leadership’s commitment to combat corruption, implement reforms and guarantee prosperity for citizens.
