Bill proposes hike in stipends; Call to increase allowance per child

KUWAIT CITY, Nov 3: MPs Fares Al- Otaibi, Essa Al-Kandari, Majed Al-Mutairi, Thamer Al-Suwait and Khalid Al-Otaibi have submitted a bill on amending Decree No. 14/1992 about social allowance, pension and public aid.

The bill stipulates that national workers covered by the civil service regulations will be granted social allowance equal to 35 percent of the salary allocated for their job degree; while those covered by private sector regulations will be granted regular increment equal to 35 percent of their basic salary and this should not exceed the amount granted to those covered by the civil service regulations. This is in addition to increasing the children allowance for nationals working in the public sector from KD50 to KD75 per child.

MP Muhammad Hayef Al-Mutairi has presented a proposal to organize social work in schools and nurseries. It stipulates the establishment of a department for social workers in every school, religious institute and nursery. The department will be chaired by an experienced social worker and the required number of social workers will be appointed. It will allocate a file for every student to record psychological and behavioral observations.

Addressing
The duties of social workers include addressing the problems of students like excessive absences, cutting classes, malingering and others; identify cases requiring more care and then refer them to the concerned institutions; help students with learning disabilities, as well as those who are excellent and talented; and determine who among the students are in need of social aid. The Education Ministry will lay down the executive regulations for this bill. MP Osama Al-Shaheen submitted a proposal to allow nationals working in the private sector who are covered by the Fifth Chapter of the Public Institution for Social Security (PIFSS) to transfer between the categories of social security contributions ranging from KD100 to KD1,500 anytime.

The lawmaker pointed out that the current regulation allows these workers to transfer to a higher contribution category based on promotion and they have to wait for 12 months before doing so. On the other hand, National Assembly Speaker Ahmad Al- Sa’adoun recently met with the parliamentarian delegation from Oman headed by Chairman of Legislative and Legal Affairs Committee at the Consultative Assembly of Oman and Chairman of Oman Lawyers Society Muhammad bin Ibrahem Al-Zedjali.

The delegation consisted of Oman Consultative Assembly member and Vice Chairman of Oman Lawyers Society Dr Hamad bin Hamdan bin Saif Al-Rabeiee; while MP Mubarak Al- Tasha, Oman Lawyers Society member Reem bint Nour bin Muhammad Al-Zedjaliya, Chairman of Kuwait Lawyers Society Shurian Al Shurian, Vice Chairman of Kuwait Lawyers Society Adnan Abul, Secretary of Kuwait Lawyers Society Khalid Al-Suwaifan and member of the society Abdulrahman Al-Tahous.
