Bid to curb exam paper leak; Strict measures taken at printing houses

KUWAIT CITY, April 24: All educational zones have formed work teams in secret printing houses for carrying out a number of tasks including drafting examination papers and preparing them for the examinations of grades six to eleven, reports Al-Rai daily quoting educational sources. They explained that each printing house has about 20 Kuwaiti and other members to prepare for the examinations at the end of the 2021/2022 school year.

The six secret printing houses have received the test forms for the aforementioned grades, after they were approved by the Undersecretary of the Ministry of Education Dr. Ali Al- Yacoub. The removal process will take place according to the number of students, along with some emergency backup copies. The printing houses have been immunized with some measures that preserve the privacy of the tests and prevent their leakage.

These measures include –
1. Providing each printing house with a number of surveillance cameras that are installed throughout the printing house
2. Forcing the employees to sign a written pledge for confidentiality and with the acknowledgment of bearing criminal responsibility in the event that the tests are exposed to leakage
3. Preventing workers from carrying any electronic devices or phones when working inside these printing houses
4. Ensuring the implementation of necessary security and safety measures at the workplace. In addition, the sources revealed an educational trend to reduce the number of individuals assigned to the examination control center of the ministry in its scientific and literary departments.

Assignment
They explained that the assignment will be limited to the general head of examinations (undersecretary of the Ministry of Education) and two deputies – one for the scientific examination control center (assistant undersecretary) and another for the literary examination control center (assistant undersecretary). Also, the director of an educational zone will be assigned to head the investigation committee in the scientific examination control center, and another director to head the investigation committee in the literary examination control center.

This rationing in the number of members is aimed to rationalize the spending based on directives of the Ministry of Finance and the Civil Service Commission to reduce the number of committees and work teams in the ministry and to charge each committee or team the actual number needed to complete the work in accordance with the actual practices in the light of which the rewards of these are spent. The value of the bonuses approved annually for examination control workers ranges between KD one million and 500 thousand to KD two million, including the wages of correctors, supervisors and invigilators in all examination committees.

The General Department for Special Education aims to identify four educational headquarters to deliver the exams at the end of the academic year to its Arab schools in grades six to eleven, as they will be received by the delegated assistant director at 6:30 am. The first headquarters will be for the schools in Hawally area, Salmiya area, and Islamic Jaafari schools, the second headquarters will be for schools in Farwaniya Governorate, the third headquarters will be for schools in Abu Halifa, Fahaheel and Mangaf areas, and the fourth headquarters will be for schools in Jahra Governorate.
