Residency violators “a major crisis” and “a chronic headache” for top leaders of MOI

KUWAIT CITY, Oct 26: Despite the readiness of the comprehensive prosecution plan for all violators, the file of residency law violators in the country has become more complicated than before. The violators are divided into two groups – the 2019 violators, and the pre-2019 violators. Both groups are not entitled to amend their legal status even if the fines are paid, reports Al-Qabas daily.

They are obliged to leave the country, with the exception of parents of Kuwaiti men and women, husbands and children of Kuwaiti women, non-Kuwaiti children of Kuwaiti citizens, and domestic workers of Kuwaiti citizens.

Security sources described the file of residency law violators as a “major crisis” and “a chronic headache” for the top leaders of the ministry.

They said, “The number of violators of the first category is estimated at about 50,000, and the number of violators of the second category – those who have been in violation prior to 2019 – are estimated at about 90,000”.

Chance of modification

The sources explained that the case of the 2019 violators requires study even though they chose not to benefit from the humanitarian deadline granted to them by the Deputy Prime Minister and Minister of Interior Anas Al-Saleh in March, as part of an initiative to help them leave safely.

He guaranteed their exit without paying fines or bearing the travel costs, and giving them the right to return to the country under new procedures as well as giving them an opportunity to amend their legal status after paying the due fines and obtaining valid residency in the country. The move is aimed to dissolve the file and loosen half of its restrictions, and devote the other half to an unusual approach and method.

Fundamental difference

The sources said, “The 2019 violators only had a deadline to leave the country safely, and not to amend their status. They should not be equated with the pre-2019 violators who had many opportunities to amend their legal status by paying the fines they owed and obtaining valid residency in the country, but they did not take advantage of it”.

New treatment

More than ever, the file of the residency law violators is in dire need for an integrated security vision with specific conditions and objectives, which are different from all the previous treatments that did not bring anything new, especially as it is a thorny and complex file.

There is an urgent need for a new and targeted strategy supervised by senior specialized security leaders to develop radical solutions to close it finally and rid the country of the residency violators, who have become a heavy burden and represent a ticking bomb that can explode any time.

Serious pursuit

According to the sources, the concerned departments in the Ministry of Interior are waiting for the green light to pursue residency law violators and apply the law on them without exception.

They affirmed the seriousness of the Ministry of Interior in this regard through an integrated plan, with instructions from the higher leadership, to eliminate the phenomenon of residency law violators.
