New amendments to enhance discipline in schools get okay

KUWAIT CITY, Oct 16: Assistant Undersecretary for Public Education Affairs Mansour Al-Dhafiri has approved a set of new amendments to the powers granted to educational zones in integrated systems and schools, due to the granting of many powers to some educational zones over integrated systems, with the necessity to adhere to limiting these powers to the specified systems.

It is essential for employees to adhere to the approved functional rules and procedures to ensure a smooth workflow. The new amendments include directives regarding attendance and departure reports, aimed at strengthening the monitoring of employees’ compliance with official working hours through daily reports and reports on exceptional cases. The procedures also highlight the importance of personal attendance, and discouraging repeated reliance on sick leave without official permission supported by medical reports.

These amendments are part of a broader plan to organize the job evaluation process, which will be divided into two components: employee evaluation and the evaluation of members. Stricter standards will be applied to ensure fairness and accuracy in assessing employee performance, with measures in place to address any violations or misconduct.

The amendments also introduce a new follow-up system designed to expedite the evaluation processes and prevent any administrative infractions.

The amendments related to the delegation of powers include the integrated systems that were adopted, and are outlined as follows, emphasizing the importance and urgency of the subject:

First: Powers of the Assistant Director and the Secretariat Department Attendance and Departure System

1. Employee Shifts, which include:

Employee attendance and departure data

Absence memos and responses

Fingerprint memos and responses

2. Permissions, which include:

Special permissions

Medical review permissions

3. Attendance and Departure Reports, which include:

Employees for whom an absence memo was printed

Detailed employee movement reports

Brief employee movement reports

4. Leave System:

Approval of sick leave requests

Employee sick leaves

Employee sick leave reports

Employee leave reports

Employee leave approvals

5. Certificate System:

Career progression certificates

To whom it may concern (basic data)

To whom it may concern:

Basic data for those appointed on contracts

Salary detail certificates

Salary transfer continuity certificates

Travel permits outside Kuwait

Salary certificates for non-Kuwaitis Second: Powers of School Principals All the powers mentioned above, in addition to:

1. Performance Evaluation, which includes:

Employee evaluations

Evaluation approvals

Final employee ratings

Delays by entities that do not apply fingerprint systems

2. Reports, including:

All reports except the initial semi-annual evaluation, which should be attached.
