KUWAIT CITY, Nov 2: The Public Authority for Manpower (PAM) confirmed on Sunday that the implementation of Resolution No. 15 of 2025, which regulates working hours in the private sector, is part of ongoing efforts to enhance transparency and improve the overall work environment. The resolution introduces modern electronic mechanisms to manage and monitor working hours and leave efficiently.
In an official press statement, PAM explained that the resolution, which came into effect on Saturday following its publication in the Official Gazette (Kuwait Alyoum), marks the first step in a series of development initiatives aimed at organizing the labor market and ensuring compliance with labor laws.
Under the resolution, all employers are required to enter complete information regarding daily working hours, rest periods, weekly rest days, and official holidays into the electronic system adopted by the Authority. Employers must update this data immediately whenever any changes occur. PAM clarified that the information entered into the system serves as the official reference for inspections and follow-up by Authority personnel. The Authority’s approval of the data constitutes official validation of the working hours regulations.
Employers are also required to print the data and display it prominently at the workplace to ensure easy access for both employees and inspectors. The Authority noted that these electronic regulations replace all previous paper-based systems.
PAM emphasized that non-compliance with the provisions of Resolution No. 15 of 2025 will subject employers to legal measures, which may include partial or complete suspension of their company file, in accordance with Law No. 6 of 2010 on Private Sector Work.
The Authority urged all employers to promptly update their data through the electronic system to avoid violations and ensure that their workplaces remain fully compliant with applicable laws and regulations.
