CAPT to re-examine bids to install smart meters

KUWAIT CITY, Feb 16: The Central Agency for Public Tenders (CAPT) has returned the bid of supplying and installing 200,000 smart meters, after it decided at its last meeting to re-examine the first, second and third tenders quoting the lowest prices, and hold a meeting with these companies to know their ability to meet the conditions and technical specifications mentioned in the tender documents, reports Al-Rai daily.

Informed sources told the daily the Ministry of Electricity and Water “will form a committee to re-examine technical bids for the first, second and third lowest prices, and to discuss with the owners the bids submitted by them to see which of them will be able to match the conditions and specifications contained in the tender documents.”

The sources explained that the committee’s request to the ministry to re-examine the bids again, would delay the process of installing the meters that the ministry was supposed to have already begun installing since the beginning of this month. The sources indicated this came after the recommendation to award the tender to the third lowest bidder, which is not appropriate, because it has shortcomings such as the first and second lowest prices.
