Minister invites PAM

KUWAIT CITY, Oct 28: The Minister of Commerce and Industry and Chairman of the Public Authority for Manpower Dr. Abdullah Al-Salman has invited the members of the PAM Board of Directors for a meeting Sunday noon at his office to resolve the 60s issue, reports Al-Anba daily. The meeting will contest the decision which was issued earlier by the suspended former Director-General of PAM not to renew the residence permits of those nongraduate expatriates who are 60 years and above – the decision that the Fatwa and Legislation Department of the Council of Ministers has termed ‘illegal’ saying the decision lies in the hands of PAM Board of Directors and not the Director-General.

However, sources stated ‘Fatwa’ opinion is advisory in all cases, and that the one who has the right to cancel the decision is the PAM Director-General or the PAM Board of Directors. The expatriates can resort to the administrative judiciary to cancel the “manpower” decision and the ‘Fatwa’ will support them. Meanwhile, the Council of Ministers will hold its extraordinary meeting next Monday, under the chairmanship of Deputy Prime Minister and Minister of Defense Sheikh Hamad Jaber Al-Ali
