Watch what you say, Speaker warns MPs

KUWAIT CITY, Feb 3: Parliament Speaker Marzouq Al-Ghanim has called on MPs to ensure accuracy and acquire permission from the Amiri Diwan before quoting or conveying messages and statements of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, warning that failure to do so is a violation of the law.

In a press conference, Al-Ghanim disclosed that two groups of MPs will meet His Highness the Amir on Monday as per their request. During a protocol meeting on the request, Al-Ghanim said that he received instructions from His Highness the Amir for MPs to refrain from conveying messages or statements of the Amir to the public without permission.

This came after MP Mohammed Hayef relayed the statement of His Highness the Amir to an audience.

The Speaker advised the MP to refrain from taking such action in the future as it might be fine to do so with the Speaker or the government as points of view might differ, but this is not the case with His Highness the Amir. He reiterated such action is against the law.

As Speaker, he notes down the statement and presents it to His Highness the Amir for approval and to ensure accuracy. It is unacceptable to relay the Amir’s statement diwaniyastyle and obtaining permission before conveying any statement of His Highness is a parliamentary principle, he asserted. Furthermore, Legislative and Legal Affairs Committee Chairman MP Salaah Khourshed has affirmed that the recently approved Early Retirement Law is comprehensive and its implementation should not take longer than one month from the date of its publication in the Official Gazette.

“The public has been waiting for this law, but its passage took more time than any other bill because the MPs are keen on having a comprehensive and easy to implement law. I expect the law to be fully implemented soon. The only possible cause of delay is the preparation of the Public Institution for Social Security (PIFSS).

The law is well written and the issuance of executive regulations should not take long,” the MP explained. In addition, the committee met representatives of Kuwait Authority for Partnership Projects (KAPP) to discuss the exorbitant rent increase in Mubarakiya Market, considering there is a clause on the investor contract that allows its cancellation and to return ownership of the market to the State.
