Panel to discuss request to lift Safa Al-Hashem’s immunity in Municipal Misdemeanor case

‘Judicial Independence Draft Law to be ready for debate within a month’

KUWAIT CITY, Dec 30: Chairman of the parliamentary Legislative and Legal Affairs Committee MP Al-Humaidi Al-Subaiei has confirmed that the Judicial Independence Draft Law will be ready for discussion within a month after completion of files included in the committee’s agenda. He clarified that despite the importance of the draft law on the independence of the judiciary; certain proposals must be completed first and tabled for discussion in the legislature.

Meanwhile, the committee will meet on Tuesday to discuss the following:

■ Request to lift the immunity of MP Safa Al-Hashem in Municipal Misdemeanor case number 3303-2017.

■ The committee’s mandate in accordance with National Assembly Office decision number 47 about the constitutional and legal opinions on the imprisonment of some lawmakers and a number of bills.

■ Letter of the chairman of the Budgets and Final Accounts Committee regarding the request to expedite deliberation on the proposal to organize accounting and auditing of entities subject to monitoring of the State Audit Bureau (SAB).

On another issue, MP Askar Al-Anazi has presented a proposal to establish the Public Authority for Cooperative Societies. The lawmaker explained the authority will take care of the cooperative sector through the development of administrative, financial and creative capacities of cooperative societies to serve as pillars of the national economy.

The authority shall replace the Ministry of Social Affairs in managing all matters related to cooperative societies, take decisions to facilitate the trading process, increase capital and supervise cooperative societies.

The executive regulations of the bill shall stipulate conditions for establishing cooperative societies, scope of their work, paid capital, value of shares, names of founders, names of commissioners in charge of registration procedures and announcing them in the Official Gazette. According to the bill, the authority has the right to dissolve the Board of Directors of any cooperative society in case of administrative or financial irregularities.

It has the right to dismiss a member of the Board of Directors if convicted of a crime stipulated in the Penal Code. It will be in charge of the administration of the cooperative society after the dissolution of the Board of Directors by appointing a transitional committee for a maximum period of three months until the election is held.

The Parliamentary Legislative Affairs Committee is slated to meet Tuesday to discuss some issues on the agenda, among them the request to lift immunity from MP Safaa Al-Hashim in the Municipality case number 3303/2017, reports Al-Shahed daily. The committee is expecting some draft bills, in addition to a letter from Chairman of the Budgets and Final Accounting Committee MP Adnan Abdul-Samad. The letter calls for expedite action on the draft bill to regulate the account auditing procedures.
