MoU on hiring workers from Ethiopia to be done

KUWAIT CITY, Aug 5: Chairman of the Voluntary Committee tasked to study the conditions of domestic workers in the country Bassam Al-Shammari revealed that a new market for the recruitment of domestic workers will open soon; taking into consideration that the memorandum of understanding regulating the recruitment of domestic workers from Ethiopia will be completed soon, reports Al-Jarida daily. Al-Shammari told the daily that many local domestic labor recruitment offices have concluded the initial recruitment contracts known as ‘job order’ with their counterparts in Addis Ababa. He expects completion of the memorandum of understanding between the Kuwaiti and Ethiopian sides soon — either through the arrival of an Ethiopian delegation to the country or authorizing their ambassador to Kuwait to sign, indicating the Ethiopian side adopted the same mechanism for hiring Filipino workers.

He stressed the importance of allowing the recruitment of domestic workers from several markets, instead of limiting it to only two or three countries. He affirmed the recruitment of Ethiopian workers balances the market and solves the current shortage of domestic workers; while ensuring that the recruitment costs and salaries for these workers are low in order not to burden the citizens and expatriates. He reiterated his call to address previous shortcomings in terms of protecting the rights of workers and strict application of the law on anyone who violates the rights of these workers to guarantee the continuation of the recruitment process without obstacles.

He also stressed the need to treat Ethiopian workers properly such as avoiding insulting or underestimating them, pointing out there should be no problem between them and the employers. He urged the Public Authority for Manpower (PAM) to organize online training courses for its employees and the owners of domestic labor recruitment offices to familiarize them on the appropriate ways of handling employment issues; especially the labor disputes, to ensure that the rights of all parties are protected. He added this will support ongoing efforts to avoid the repetition of previous problems that prompted some countries to stop sending workers to Kuwait.
