MPs lift immunity; Letters approved

KUWAIT CITY, Nov 15: The National Assembly on Tuesday discussed several incoming letters, request to lift the parliamentary immunity of two MPs, and the speech that His Highness the Crown Prince Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah delivered during the inaugural session of the legislature on behalf of HH the Amir Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah. The Assembly approved the request to lift the immunity of MP Obaid Al-Wasmi to face trial for participating in primary elections with 32 votes in favor and 19 against; while a similar request concerning MP Hamed Al-Bazzali was rejected with 31 votes against and 19 in favor.

The Assembly approved the following incoming letters:

■ request of the Major, Entertainment and Islands Development Projects Committee chairman to form a joint committee, whose members are from major and entertainment enterprises and the Financial and Economic Affairs Committee, that will be tasked to submit a report on the establishment of the North Economic Zone;

■ request of the same chairman to assign the committee to carry out a study about the government’s vision on the development of islands, as well as refer the proposed exemption of medical workers from the high qualification certificate condition to the panel;

■ request of the Values and Negative Phenomenon Committee chairman to assign the panel to carry out a study on weak family ties, drugs, bribery, cross-gender, cheating and use of influence (‘wasta’) and then submit its report to the Assembly;

■ request of several MPs for the Legal and Legislative Affairs Committee to speed up the submission of its report on the Conflict of Interests Bill;

■ request of MP Muhammad Al- Hewaila for the Housing Welfare Committee to study the allocation of land for the implementation of South Qairawan residential project and submit its report before the current legislative year ends, in addition to following up infrastructure tenders for South Sabah Al-Ahmad City;

■ request of the Complaints and Petitions Committee chairman to refer petition number 167 to the Environment, Food and Water Resources Committee as this is one of the latter’s tasks;

■ request of the Human Resources Development Committee chairman to assign the committee to study the recruitment and replacement of expatriate workers with nationals, in addition to reviewing the strategy of the Civil Service Commission (CSC) to address the unemployment issue;

■ request of MP Mubarak Al-Hajraf for the Financial and Economic Affairs Committee to carry out a study on money laundering and financing terrorism, and then submit its report to the Assembly;

■ request of the Budgets and Final Accounts Committee chairman for the State Audit Bureau (SAB) to monitor the budgets of the subsidiaries of companies under the monitoring authority;

■ request of the Financial and Economic Affairs Committee chairman to reject proposals to withdraw some of the authorities granted to the panel;

■ request of several MPs for SAB to submit a report on the administrative and legal conditions to lift the suspension of some contracting companies because of the consequences of the heavy rains in 2018;

■ request of the Health, Social and Labor Affairs Committee chairman to assign the committee to conduct a study on public aid, cooperative sector, Afia health insurance for retirees, and delayed completion of clinics and hospitals in new residential areas.

■ request of MP Shuaib Al-Muwaizri to resign from the Public Funds Protection Committee and declare MP Essa Al-Kandari as his replacement;

■ request of the Educational Affairs Committee chairman to investigate the alleged misadministration and violations at Kuwait University (KU) and Public Authority for Applied Education and Training (PAAET), determine the negative consequences and present recommendations;

■ request of the Disabled Affairs Committee chairman to assign the committee to follow up the implementation of Public Authority for Disabled Affairs Law No. 8/2010.

Meanwhile, the MPs continued their response to the Amiri speech at the inaugural session on Oct 18; stressing the need to meet the requirements of the new era to ensure prosperity for the citizens.
