‘Mental status’ report will not absolve criminals: Al-Sahlawi

KUWAIT CITY, Jan 4:Undersecretary of the Ministry of Health, Dr Khalid Al-Sahlawi has stressed that those who claim to be suffering from mental illness will not escape punishment if they commit crimes, reports Al-Rai daily.

He added, the ministry will submit a draft law in this regard to the Council of Ministers for discussion. Al-Sahlawi explained holding a card from the Psychiatric Hospital does not mean a person is exempted from legal responsibility in the event of a crime because the Ministry of Justice shall refer the case to the Ministry of Health.

The ministry of health will then refer the case to a specialized committee which will check on the mental status of the suspect. He added, the card is meant for scheduling appointments and in no ways exempts the holder from legal responsibility and punishment.
