No exception for fingerprint attendance: MoE

KUWAIT CITY, Aug 10: Professor of Clinical Social Work at the College of Science in Kuwait University Dr Malak Al-Rasheed affirmed that the biggest problem Kuwait University is suffering from currently is the continued acceptance of students beyond its capacity. This has been detrimental to the educational process especially since the faculties of the university suffer from shortcomings and weaknesses, as confirmed by many delegations that evaluated the programs of the university.

In an interview with the daily, Dr Al-Rasheed said education sector of Kuwait is in dire need for a screening process starting from the bottom and adoption of strategies to cope with the new generation and the local, regional and global challenges. She said, “We need to restore the prestige of education in Kuwait and focus on quality rather than quantity in the curricula and training methods, which should rely on developing skills rather than only relying on the ability to memorize”.

Meanwhile, Ministry of Education has affirmed that there will be no exception to the fingerprint attendance process for any category other than those with special needs, reports Al-Rai daily. Undersecretary of Ministry of Education Dr Haitham Al-Atari announced the replacement of Article 10 of the Civil Service Commission (CSC) decision No. 41/2006 regarding the rules, provisions and regulations of official working hours by stating that employees must adhere to the attendance rules and leave at the specified times, which will be tracked by the fingerprint attendance system.

The decision exempts employees with special needs, provided they submit to their employers a letter from the Public Authority for Disabled Affairs to state that their disability does not enable them to register the fingerprint for proving their attendance and departure. Dr Al-Atari issued a circular to all sectors of the ministry, basing it on CSC decision No 8/2017, which stipulates that no government body is exempted from the fingerprint attendance process, irrespective of their level of superiority or classified functions or duration of their service. He affirmed the decision will come into effect from Oct 1.
