Kuwaiti aid reaches Ghouta after Kuwait-brokered truce resolution

KUWAIT CITY, Feb 26, (Agencies): The State of Kuwait has begun delivering urgently needed aid to besieged civilians in East Ghouta on Damascus’ outskirts. Aid delivery started amid bombardment that proceeded a day after the United Nations Security Council adopted a resolution calling for a 30-day truce in Syria. The vanguard Kuwaiti initiative will hopefully encourage international relief organizations to follow suit and implement the UNSC Resolution 2401, passed late on Saturday.

It is basically designed to secure delivery of humanitarian supplies to the needy in Syria along with halting fighting for 30 days. Despite news indicating that the warring parties have not muzzled the guns and the super power have not worked out a mechanism on ceasing the fire, the State of Kuwait on Sunday decided to proceed with distributing relief supplies to the besieged civilians in East Ghouta for 15 days. Kuwait Red Crescent Society (KRCS), in coordination with the Turkish Relief Association, has been delivering the humanitarian supplies to the populace in East Ghouta, thus depicting Kuwait’s unique role as the UN-acclaimed Humanitarian Center.

KRCS Chairperson Dr. Hilal Al-Sayer, in a statement to KUNA, affirmed that the Kuwaiti people would spare no effort for securing humanitarian necessities for the afflicted Syrian people particularly under the current hard conditions.

Meanwhile, His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah thanked Deputy Premier and Foreign Minister Sheikh Sabah Khaled Al-Hamad Al-Sabah, Kuwait’s UN Ambassador Mansour Al- Otaibi and Kuwait Mission members for efforts leading to adoption of UN resolution on Syria. His Highness the Amir thanked them for their diplomatic efforts within the UN Security Council (UNSC) towards tabling, with Sweden, UN draft resolution over humanitarian situation.

These efforts resulted Saturday in a unanimous approval of resolution 2401, which established a truce in Syria to allow delivery of humanitarian aid. These efforts, His Highness the Amir said in his cable to Sheikh Sabah Al-Khaled, came in light of escalation in Eastern Ghouta that killed and injured hundreds of people. His Highness the Amir commended the “great success of Kuwait diplomacy.” He thanked all UNSC member countries, specially five permanent members for their “positive and constructive positions and their approval on draft resolution, as they realized how critical the situation in Syria is and the consequent humanitarian disasters.”

His Highness the Amir hoped the UN resolution would mark anew phase of peace and stability in Syria and the region. His Highness the Crown Prince Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah sent a cable to Sheikh Sabah Al-Khaled to thank the ministry, Ambassador Al-Otaibi and the members of the Mission for their “diplomatic efforts” that led to adoption of the resolution. His Highness the Prime Minister Sheikh Jaber Mubaral Al- Hamad Al-Sabah sent a similar cable.

Al-Otaibi said that the process to prepare the draft paper took almost two weeks, affirming that Kuwait and Sweden worked very hard to make sure that the UNSC would take a unified stance on this issue.

The UNSC had vetoed in the past several resolutions connected with the Syrian crisis, indicated that Kuwaiti diplomat, adding that after obtaining the approval of the council, it was time to actualize things on the ground. Al-Otaibi said that the situation in Syria as a whole required from the world to take.

Residents trapped
Residents trapped in the wreckage of their own homes have bled to death as rescuers were targeted even as they tried to save lives. Much of the nearly 400,000-strong population of Eastern Ghouta has moved underground, with families pitching tents in basements and venturing out only to assess damage to their property and buy food. On Sunday, a child died and 13 others suffered breathing difficulties and showed symptoms consistent with a chlorine attack after a regime air raid struck the town of Al-Shifuniyah, the Observatory and a medic said. Russia dismissed reports of a chemical attack as “bogus stories”.
