‘Ignorant person at the top more harmful than the crooked’

Kuwait, like other countries of the world, is managed by a large number of ministries, government agencies and semi-government agencies with the help of hundreds of senior officials who have been appointed upon decrees and who have great influence over the course of the state.

Any person who is forced by circumstances to deal with government agencies sees poor performance in many of them as a result of promotion or appointment of unqualified and incompetent personnel in higher positions, all because of the relationship the person has with the concerned official which has nothing to do with the policy of appointments.

As a result the most experienced and competent person suffers because a minister or prime minister does not take into account the requirements of the work and as a result  the interests of citizens and the feelings of the rest of the employees in the ministry or institution suffers because of the appointment of incompetent people, all of which is to earn the silence of an MP or win his loyalty showing the citizens and their interests the door to hell.

Also, this corrupt appointment causes concern to a large segment of the citizens, and the matter has serious innumerable negative repercussions.

Due to the absence of a clear and strict appointment system, the backwardness of the civil service commission and its sluggish administration, it became necessary for the Prime Minister to give the green light to torpedo the current primitive system and to introduce a system of tests in selecting senior officials.

It is unreasonable to appoint a Sharia graduate, for example, or a science graduate in a technical position and so on. The harm and danger of appointing an ignorant employee is much more dangerous than having a capable corrupt employee at his job.

There is a ceiling for what the latter (the corrupt) can steal, and he may be arrested and convicted but it is difficult to notice or determine the harm done by an ignorant person who may be in charge of education, for example, because he hardly knows anything about the location of his ministry and how to access it as its damage will extend for generations and it is impossible to know its size and its destructive impact.

The same applies to the appointment of an unqualified person in charge of electricity networks, telephone lines, or aviation control, or an auditor in a supervisory office, and other sensitive jobs that require a strict, highly qualified, and efficient career professionals. This cannot be known without the tests system.

There is need for the suspension of tribal and sectarian appointments. The application of this is sufficient to put an end to this serious damage that is currently happening in the government administration.
