SAB raps transportation authority of inaction, disruption of projects

KUWAIT CITY, Aug 21: The State Audit Bureau criticized the transportation authority for its inaction and disruption of development projects and the delayed vital projects. The authority was also criticized for not providing the bureau with the complete documentation of tenders and the agendas, which resulted in the rejection of documents on some tenders related to the authority, reports Al-Qabas daily. In its annual report issued recently concerning the sector of oversight and technical support, the State Audit Bureau explained that its departments had rejected the documents of 26 agendas they received because the authority failed to provide it with all the necessary papers, documents, and related data and clarifi- cations, which requires a study.

These are the procedures and policies followed within the entity due to the consequent delay of projects and the disruption of development. About 50 percent of the agendas that the State Audit Bureau rejected in their documents are for new tenders, which the entity requested to obtain approval to be awarded, such as a tender for the construction, completion and restoration of government buildings, construction works and other works in different locations in the country, based on noncompliance with the accounting circular for not responding to inquiries. The bureau discussed 46 agendas from various financial, legal and technical aspects for the 2020/2021 fiscal year, compared to 30 agendas during the 2019-2020 fiscal year, which is an increase of about 53 percent, and the total of these agendas amounted to about KD 15.348 million. There is a shortcoming in the ministry’s assessment of its needs, which resulted in achieving financial savings through the prior control of the State Audit Bureau with a total value of KD 283,000.

This requires the ministry to carefully assess its needs in order to avoid charging the state funds with additional amounts. The bureau criticized the continued extension of contracts and the delay in completing the procedures for offering and awarding tenders for five extension orders of a total value of KD 1.518 million, which requires studying the policies and procedures followed by the authority to work on the speedy completion of the procedures for offering and awarding new tenders in order to obtain competitive prices and avoid incurring additional amounts for the state funds. It stressed that the authority delayed in concluding contracts after the issuance of accounting approval for an agenda amounting to KD 2.645 million in violation of the circulars. This resulted in delays in projects, disruption of development, and the possibility of withdrawing the tender, which may incur public funds additional costs. While the transportation authority adopted the new organizational structure and issued decisions to place supervisory positions in all sectors, an informed source revealed that some of these decisions had an impact on some occupants of supervisory positions for the departments canceled from the new structure, which caused the cancellation of some allowances, in addition to the issuance of letters for some employees to fill supervisory positions without canceling the decisions issued against them previously.
