‘Dialogue can help overcome red tape hindering growth projects’

KUWAIT CITY, Jan 26: Most of the factors hindering the implementation of development projects in the country are administrative in nature and the best way to overcome these obstacles is to arrange meetings between the concerned parties, says Minister of Social Affairs and Labor and State Minister for Planning and Development Affairs Hind Al-Sabeeh.

Al-Sabeeh made the statement in a meeting organized recently by the Reforms and Development Committee in the Municipal Council. The meeting focused on factors impeding development, during which the minister pointed out that these obstacles are often caused by either miscommunication between the concerned parties or lack of proper follow-up mechanism. She stressed the need to arrive at the right concepts in the development plans through meetings. She also underscored the need for every official to bear their responsibilities and to apply the accountability concept on any negligence by sending a report to the Cabinet, so the ministers should take action against those who neglected their duties.

Also present at the meeting was Municipal Council Director General Ahmad Al- Manfouhi who affirmed that the officials found solutions to several challenges in the previous committee meetings, in the same manner that many obstacles were identified and resolved through meetings with the concerned parties. He added discussions on projects included in development plans were very clear, affirming that transparency was the main feature of the meeting. He said the main objective behind these meetings is to push the wheels of development forward by expediting the execution of development projects. He revealed that 80 percent of the challenges the council faced in the first meeting have been solved since the meeting last month. He said there are two new types of follow-up mechanism in place — one is concerned with the projects executed by Kuwait Municipality and the other focuses on projects implemented by the government on land allocated by the Municipality.
