CSC changes policy concept of replacing expats in govt sector – Aim to provide job opportunities for Kuwaiti citizens

KUWAIT CITY, Aug 31: The Civil Service Commission (CSC) chaired by the Deputy Prime Minister and Minister of Finance Anas Al-Saleh in June, issued a decision based on a study carried out by the CSC to change the concept of the policy of replacing expatriates in the government sector by Kuwaitis with the so-called ‘Kuwaitization’ to include all professions and specializations, especially in the ministries of Education, Health and Awqaf.

Informed sources told  that the aim is to provide job opportunities for all Kuwaitis registered with the central employment system. The decision of the CSC is issued under the title ‘The rules and procedures for Kuwaitization of government jobs’.

The decision states: Increase in the replacement ratio in the government sector to bring it to cent per cent within five years in five the functional groups. They groups are as follows — Systems and information technology; maritime; Literature, Arts, Media, Information and Public Relations; Administrative Development, Follow-up and Statistics and the Administrative Support The decision of the Civil Service Council also includes increasing the percentage of the replacement to 98 percent; in the Criminal Evidences Department (Forensics) prevention and rescue.

The replacement ration will increase to 97 percent; in the social, educational and sports services, and to 95 percent; in science jobs.

The expected percentage of Kuwaitis in the following disciplines after five years, Engineering 97 percent; Teaching, Education and Training 70 percent; Social, educational and sports services 97 percent; Systems and Information technology 100 percent; Science 95 percent; Animal and agricultural wealth and water living beings 75 percent; Marine 100 percent; Literature, Arts, Media, Information and Public Relations 100 percent.

This is in addition to financial, economic and commercial 95 percent; Law, politics and Islamic Affairs 88 percent; Administrative Development, Follow-up and Statistics 100 percent; Criminal Evidences Department (Forensic) prevention and rescue 98 percent; Administrative Support 100 percent; Crafts 80 percent and Services 85 percent.
