College proposed for sport science

KUWAIT CITY, Oct 28: Deputy Assembly Speaker Ahmed Al-Shuhoumi has submitted a bill on the establishment of a college for sports sciences. The bill stipulates that the college shall offer a four-year course – bachelor’s degree in sports sciences consisting of various departments like sports administration, sports nutrition and sports natural therapy. It will contribute to the development of sports and provide job opportunities for Kuwaiti youths.

Meanwhile, National Assembly Speaker Marzouq Al-Ghanim and his accompanying delegation met Speaker of Qatari Consultative Council Hassan Abdullah Al-Ghanim and several council members on the second day of their official visit to Qatar. During the meeting, Marzouq Al-Ghanim replied to questions on parliamentary committees and secretariat general. They also discussed the most important issues included in the agenda of the upcoming session of the Inter-Parliamentary Union (IPU) in Madrid, Spain on Nov 26, 2021. MP Mehalhal Al-Mudaf forwarded queries on the criteria for appointing senior officials and board members of ministries and affiliate entities to Deputy Prime Minister and Minister of Justice, Minister of State for Nazaha Enhancement Abdullah Al-Rumi; Minister of Awqaf and Islamic Affairs Essa Al-Kandari; Minister of Oil and Higher Education Dr Muhammad Al-Fares; Minister of Health Dr Basel Al Sabah; Minister of Public Works and Minister of State for Communication and Information Technology Affairs Rana Al- Fares; Minister of Finance and Minister of State for Economic and Investment Affairs Khalifa Hamada; Minister of Information and Culture and Minister of State for Youth Affairs Abdulrahman Badah Al-Mutairi; Minister of Education Ali Fahd Al-Mudaf, Minister of State for Municipality, Housing and Urban Development Shaya Abdulrahman Al-Shaya; Minister of Commerce and Industry Abdullah Essa Al-Salman; and Minister of Electricity, Water, Renewable Energy, Social Affairs and Societal Development Meshaan Al- Otaibi He demanded for copies of decisions on the appointment of senior officials, their curriculum vitae and academic certificates.

He wants to know if any of these officials graduated from unaccredited universities and if any of them have no knowledge of the English language. He also asked Minister Muhammad Abdullatif Al-Fares to provide him with a list of students enrolled in the College of Petroleum and Engineering at Kuwait University, their nationalities and fields of specialization. He asked Minister Rana Al-Fares about the number of projects scheduled for implementation since 2015; reasons for not completing some of them despite the provision of the required budget; and cause of the delayed floating of a tender for the establishment of a database including the supply, installation, operation and maintenance of IBM servers.

He inquired if the ministry requested for a budget for the maintenance of the infrastructure of the database even if the project has yet to be implemented; plan to develop statistical systems in line with the Kuwait 2035 vision; measures taken to preserve census data from 1965 till date; reasons behind the delayed disbursement of the excellent performance bonus for fiscal 2020/ 2021; justification for the appointment of an information technology expert with a salary of KD 3,000 although he holds a certificate on agricultural systems; if the vacancy was advertised prior to the recruitment of this expert; and feasibility and statistical studies he conducted since his appointment. He asked Minister Abdulrahman Badah Al-Mutairi about the criteria for issuing licenses for motorcycle and car clubs, expenditures of each club since inception till date, list of hotels where foreign delegations that participated in Rally Sports Kuwait since 2012 till date, way of floating the tender in this regard, list of hotels which participated in the bidding, and budget allocated for Rally Sports Kuwait 2021. He asked Minister Shaya Abdulrahman Al-Shaya about the size of cultivable land in the country, copies of relevant maps, and studies conducted by the Public Authority for Agriculture Affairs and Fish Resources (PAAAFR) to determine the country’s actual need for vegetables and livestock.

In addition, MP Osama Al-Menawer forwarded queries to Minister of Defense Sheikh Hamad Jaber Al-Ali about Law No. 32/1967. He wants to know if the law allows women to join the Kuwait Army, arguing that Conscription Law No. 20/2015 states only male Kuwaitis are required to render mandatory military service. He said allowing women to join Kuwait Army might subject them to conscription later, indicating this could delay their appointment and expose some of them to certain security procedures in case of delayed conscription. He also pointed out the decision to allow women to join the Ministry of Interior was implemented based on Amiri Decree No. 221/ 2001. He then asked if the Ministry of Defense has the authority to issue a decision on allowing women to join Kuwait Army.
