‘Cabinet needs to issue executive regulation for anti-graft law Tues’ – Al-Duwaisan queries about transfer of KAC pilots to govt jobs

KUWAIT CITY, Oct 3: MP Ahmad Al-Qudaibi has stressed the need to issue the executive regulation for the Anti- Corruption Authority Law in the Cabinet meeting scheduled for Tuesday, pointing out the six-month grace period has lapsed and this delay is unacceptable. In a press statement Monday, Al-Qudaibi affirmed that since the passage of the law and its publication in the Official Gazette (Kuwait Today) in February; he has been following up the executive regulation with Minister of Justice, Awqaf and Islamic Affairs Yaqoub Al-Sanei and officials of the authority. He cited the divergence of views among a number of parties on the executive regulation as a possible cause of delay, “but the delay is no longer acceptable after reaching six months.”

He added the delayed issuance of the regulation will make it difficult to oblige lawmakers, ministers, judges and officials to submit their financial disclosure statements. He said the deadline for submission of such statements was supposed to be in September as per the schedule stated in the law.

He warned the delay will also prevent citizens from exercising their right to monitor the performance of the government and the Parliament, in addition to holding both authorities accountable in case of wrongdoing. He asserted this is important “especially since corruption has spread in the two authorities.” He went on to say that “if the Cabinet concludes its meeting on Tuesday without issuing the regulation, it is our constitutional duty to hold responsible all those behind the delay.”

Meanwhile, MP Abdullah Mayouf told reporters that the meeting between the two authorities on Tuesday is important for citizens and expatriates. He confirmed the lawmakers will present their priorities, considering the decision to increase fuel prices touched the pockets of citizens.

He said the lawmakers are trying to find a solution in the interest of the citizens; indicating the National Assembly represents the people, not the government that will be the biggest loser if it does not cooperate with the legislature. He urged his colleagues to attend the meeting in order to come up with a solution that is satisfactory to citizens. “In general, such matters are tackled through consultation and we will not get out of the meeting unless there is an agreement in the interest of Kuwaitis.

The fuel price crisis will end.” In another development, MP Faisal Al-Duwaisan has forwarded queries to Minister of Communications and State Minister for Municipality Affairs Issa Al Kandari about the transfer of a number of Kuwait Airways pilots to government jobs under the pretext that the decision is based on their wish to transfer in case Kuwait Airways Corporation is converted into a joint stock company according to Law No. 22/2012. He asked about the legality of this action and the number of times the law on privatizing the corporation was published in the Official Gazette.
