Housing minister faces grilling in projects ‘lag’

KUWAIT CITY, Sept 1: MP Osama Al- Menawer submitted a bill on criminalizing the adoption of homosexual ideologies and exhibiting homosexual behaviors in public. Article One of the bill stipulates maximum three years imprisonment and fine ranging from KD1,000 to KD3,000 for anyone proven to be involved in any of the following: – raising a flag or banner associated with homosexuality, – promoting or espousing homosexual ideologies, – calling for the formation of a group or entity that adopts homosexual principles, – wearing clothes bearing any of the homosexual symbols. The bill defines homosexuality as sexual relationship between two individuals with the same gender.

MP Fayez Al-Jomhour filed a grilling motion against Minister of Municipality and Housing Affairs and Urban Development Shaya Abdulrahman Al-Shaya on the hindrances to the implementation of housing projects. Al-Jomhour wants the grilling motion to be included in the agenda of the first session of the next parliamentary round. He said the motion consists of two points: first is that Al-Shaya dodged responsibility when the Public Authority for Housing Welfare (PAHW) neglected its role in the implementation of South Saad Al-Abdullah and Mutla’a housing projects. The second point is the connivance between Al-Shaya, Minister of Finance Khalifa Hamada and Kuwait Credit Bank (KCB) in imposing the related stipulation in the Real Estate Law as the only option for granting housing loans which is in the interest of the banks, not the citizens.

Deputy Speaker of the National Assembly MP Ahmad Al-Shuhoumi confirmed receiving the grilling motion. According to Article 135 of the National Assembly Law, His Highness the Prime Minister Sheikh Sabah Al-Khalid and the concerned minister will be informed about the grilling that will be included in the agenda of the first session of the next parliamentary round.

On the other hand, Al-Menawer also proposed amending Real Estate Rental Law number 35/1978 in order to prohibit the renting of houses located in residential areas to diplomatic institutions and consulates, if such houses will be used for receiving people who need to process certain transactions. He suggested that the existing rental contracts for these houses will not be renewed if this article is violated.

MP Abdullah Al-Turaiji submitted a proposal to establish clinics at Central Jail for the treatment of prisoners who are serving time for involvement in drug related cases and to activate the role of the private sector in providing the necessary services for drug addicts by granting licenses to establish private clinics for the treatment of drug addiction. In another development, the parliamentary Environment Affairs on Wednesday discussed the pollution at Kuwait Bay with representatives of the Environment Public Authority (EPA), Ministry of Public Works and Kuwait Institute for Scientific Research (KISR).

Committee Chairman MP Hamad Al-Matar disclosed the salinity level at the bay reached 46 percent compared to 36 percent 10 years ago. He said they will invite His Highness the Prime Minister Sheikh Sabah Al- Khalid, Minister of Foreign Affairs Sheikh Ahmad Nasser Al-Muhammad, Minister of Public Works and Chairman of EPA Abdullah Al-Homoud to the next committee meeting to inform them about the shortcomings of the government that led to rising pollution levels. He added KISR has conducted a study on the causes and solutions to the rising pollution levels, which led to the death of fish at Sulaibikhat Bay. By Saeed Mahmoud Saleh Arab Times Staff
