KUWAIT CITY, July 4: The Executive Council of the Labor Gathering said it is unfortunate to see home delivery workers on motorcycles toiling under the heat of the sun to deliver food orders, calling it an explicit violation of Resolution No. 535/2015 which bans working in open areas under the direct heat of the sun from 11:00 am until 4:00 pm. The council added in a statement, this is crystal clear evidence of greed and a desire to reduce costs by not providing a small, air-conditioned delivery vehicle for workers to help them protect their health and safety.

The council stated the General Traffic Department intends to issue a decision to prevent delivery workers from driving on highways and allow them to deliver orders only on internal roads, but this decision is not enough because it will not protect them from exposure to extreme heat in summer, as “we have seen many cases of severe fatigue.” The council demanded the Public Authority for Manpower (PAM) assume its responsibility and expedite the implementation of the decision to stop these practices and hold companies that violate the decisions to account. In a related context, sources confirmed there is no real control over motorcycles to deliver orders, as neither PAM nor the Ministry of Interior can inspect them, and therefore these bikes remain without any supervision or follow-up.

The sources added these bikes may not be affiliated to the delivery party and even the delivery people may not be sponsored by the company they work for. The sources pointed out, it is high time for the concerned authorities – PAM and the Ministry of Interior – to determine the party responsible for these bikes and to control and monitor such activities. Meanwhile , the Public Authority for Manpower (PAM) on Sunday issued fines for 538 companies during inspection in the countries six governorates for allowing workers to work under scorching sun, reports KUNA. PAM statistics showed that 57 reports were received as 1,118 sites were inspected. The authority team issued fines for violating a ban on working in exposed areas between 11 am and 4:00 pm starting June first until the end of August. According to the statistics, about 879 workers violating the ban, while 425 companies fulfilled the conditions. By Faris Al-Abdan Al-Seyassah, Arab Times Staff
